By Maureen Santini Associated Press Writer SANTA BARBARA, Calif. -President Reagan Saturday defended his former Interior secretary, James G. Watt, saying he straightened out the department and then had no choice but to resign. Watt, whose tenure was clouded by controversy, resigned under fire Oct. 9. He was replaced by Reagans former national security adviser, William Clark. In his weekly radio address, Reagan said that when Watt took the job as Interior secretary he told me of the things that needed doing, the B. things that had to be set straight.
