S Cv ,wr i i W" 1 But there is more For in Thursday's dramatic exchange, the Israelis provided Palestine Liberation Organization chairman Yasser Arafat a remarkable opportunity to rescue himself politically from the debacle he faced in Tripoli, Lebanon, if indeed he is now permitted to escape that embattled city with his i , ' 5P 4 108 Interest accrues during this time at JUST 21 APR (perMe 1 life A day before the exchange, it appeared that Arafats career was m a shambles and that the organization he had built would be destroyed, the Syrian-backe- d rebels in his own organization finishing a job begun by the Israelis when they laid siege to the PLO in beirut in 1982, forcing the Palestinians to leave tne city Old Supporters ' The PLO chairman had his old stalwart supporters, to be sure The Saudis who want stability in the Middle East and view him as a man , with whom they can deal, the Russians, who supported him for many of same reasons, the Jordanians who perceived in his latest humiliation an opportunity to accept Arafat back in Amman on their own terms rather than those dictated by extremists in the PLO and the hardline states supporting those extremists But in any event, he would have emerged from the ashes of Tripoli a chastened man, far less m control of matters than before his military defeats first at the hands of the Israelis and later at the hands of his own dissidents There is not much question that Arafat may remain the titular head of the PLO if he should get out of Tripoli alive. The widespread demonstrations on his behalf by Palestinian activists among the 1 3 million Arabs living m d the territories on the West Bank of the Jordan River and Gaza have indicated that much. . Legitimacy Claim The question is, as it has always been, precisely what claim to legitimacy he would bring with him out of Tripoli in order to sustain his right to continue speaking on behalf of the Palestinian cause. That claim to legitimacy is what the Israelis gave him Thursday. The exchange of prisoners gave Arafat the political ammunition he needs to demonstrate to the Arabs in general and the Palestinian people m particular that the road of relative moderation on which he has embarked is worth more than all the strident militancy of those trying to destroy him in Tripoli For he has managed to achieve through negotiation what no Arab leader could have believed possible 24 hours earlier The release of more than 4,000 of their comrades from Israeli captivity, including some of the most radical criminals convicted of terrorist acts m Israel and imprisoned for life If ArSfat leaves Tripoli alive, and then; is reason to believe that the Israelis have agreed to allow him to do se, the pathetic character who has looked for the last several weeks as if he would come out of he place without much clout, may be "mbold-ene- d by this latest victory Two Questions Two questions arise now that Israel has made this extrarrdmary contribution to Arafats political survival One is whether Arafat will seize the opportunity to save more than his own political skin by endorsing a bold initiative, perhaps wih King Russetoof Jordan, to enable negotiations to begin over the futu-- e of the West Bank and Gaza.
