That claim to legitimacy is what i, the Israelis gave him Thursday. The exchange of prisoners gave Arafat the political ammunition he needs to demonstrate to the Arabs in general and the Palestinian people t m particular that the road of relative moderation on which he has embarked is worth more than all the strident militancy of those trying to destroy him m Tripoli. For he has managed to achieve through negotiation what no Arab leader could have believed possible 24 hours earlier The release of more than 4,000 of their comrades from Israeli captivity, including some of the most .radical criminals convict- ed of terrorist acts in Israel and imprisoned for life. If Arhfat leaves Tripoli alive, and there is reason to believe that the Israelis have agreed to allow him to do the pathetic character who has looked for the last several weeks as if he would come out of he place without much clout, may be embold-- t ened by this latest victory. Two Questions c ? Two questions arise now that Israel has made this extraordinary contribution to Arafats political survival. One is whether Arafat wdl seize the opportunity to save more than his own political skin by endorsing a bold initiative, perhaps wr-King HuSseinof Jordan, to enable negotiations to begin over the futu-- e of the West Bank and Gaza.
