Show m Auditor Says Arms Prices Outrag eous Because of Career-Fearin- g Officers WASHINGTON (UPI) An Air Force auditor charged in a document made available Saturday the armed forces pay outrageous prices for weapons because military officers, fearful about their careers once they leave tiie service, control the buying process. As a result, the defense industry has seized control of the government because it frequently hires the officers upon their retirement, the document said. The major problem is that the The blunt Sept. 14 memorandum from Amlie to James Probus, an official of the Air Forces budget office, was made available by the Project on Military Procurement, a Pentagon watchdog group headed by Dina Rasor. Amlies boss is Ernest Fitzgerald, a Pentagon whistle blower. The thrust of Amlies e memo is that military officers assigned to manage weapons programs cannot correct abuses in weapons purchases because they may be hunting for jobs in the industry upon retirement from the service. The average retirement officers is 43, age for middle-ranke- d he said. The problem, Amlie sajd, is with the military system because an officer either moves up to the rank of general or admiral or out of the six-pag- incentives are all backwards," wrote Thomas Amhe, a civilian se offi- cial in the Air Force. The big spenders are promoted and rewarded with cushy joDs after leaving the government. Those who try to do something are not similarly reward- - In fact, they are quite frequently punished, he added. tmmM Evmti Modern Sofa Consequently, the memo said, the defense industry has managed to seize control of the military procurement system by spending a relatively small amount of money in hiring retired military officers. To add insult to injury, they have seized control of the government using the governments own money, Amlie wrote. Weapons purchases are made with taxpayer money. Citing one defense contractor that charged up to $3,300 per standard work hour on a weapon before the company was negotiated down to $585 an hour, Amlie asked rhetorically, Why do we pay these outrageous markups? Turn the question around . why not? The Congress ponies up the money every year and everyone is making a buck. The fact that the taxpayer is getting hosed and the troops are getting poor equipment.
