SATURDAY MARCH 27th -lOiOOam submitted by Utah State Tax Commission Utah's adjusted gross income grew 10.2 percent between 1990 and 1991, while the number of federal returns filed grew 6 percent, a State Tax Commission report said. The report, "Utah Statistics of Income-Return Year 1991," shows total federal adjusted gross income (AGI) for the state rose from $17.5 billion to $19.2 billion. The number of personal exemptions-which roughly equals the number of people in the state-increased state-increased from 1.55 million to 1.65 million. Total wages rose 9.8 percent. The report, produced by Thomas M. Williams of the Tax Commission's Economic & Statistical Unit, summarizes and analyzes tax return data from the Internal Revenue Service. Areas of Growth "In 1991, as in 1990, the two fastest-growing contributors to income were partnerships and sole proprietorships, with the first growing more rapidly than the second," Williams wrote. The current rapid growth in proprietors profits reflects the healthy state of the Utah economy in 1991, and the general tendency for profits to be more variable than wages and interest, Williams wrote. Park City in Summit County led the state as the most prosperous city, with an average adjusted gross income of $39,413. Behind Park City, in order, were Stansbury Park, Tooele County, $39,273; Liberty, Weber County, $36,910; Farmington, Davis County, $36,081; Alpine, Utah County, $35,528; Pleasant View, Weber County, $34,958; Fruit Heights, Davis County, $34,881 Sandy, Salt Lake County, $34,372; and Centerville, Davis County, $33,285. The data also show that between 1990 and 1991: Personal exemptions claimed grew by 6.2 percent Federal income taxes paid by Utahns increased by 14.8 percent Itemized deductions rose by 6.3 percent , Coldwell Banker Premier has announced that three new sales associates have joined their Park City office and a fourth has joined the Heber City office. ' Kandis Christofferson Debbie Benson No mining allowed in wilderness study area , submitted by Southern Utah v Wilderness Alliance - ' The Interior Board of Land Appeals has overturned a decision by the Richfield District of the Utah BLM to approve a mining company's plan to build roads into a wilderness study area in the Henry Mountains in southern Utah. Six administrative law judges in Arlington, Va., held in a decision last February, that BLM"s approval violated federal law which protects lands suitable for wilderness designation. In 1989, Hunt Mining Company sought to construct two miles of road with bulldozers and blasting into the Mount Pennel Wilderness Study Area south of Hanksville, Utah, the company had not taken any action to develop its mining claims since 1977. BLM agreed to allow the company to work within the Mount Pennel Wilderness study Area, although the agency acknowledged that the work would render portions of the area unsuitable for wilderness designation. The Southern Utah Wilderness Alliance challenged the BLM's decision. Scott Groene, staff attorney for the Southern Utah Wilderness Alliance in Moab, said his organization was pleased with the courts's decision. "Once again, BLM showed disregard for law protecting wilderness, and once again, the agency's actions were found illegal" said Groene. "We hope with the new administration that this agency gets set on the right track towards protecting wildlife and wilderness, and following federal laws."
