Show Summit citizens request service district FAROWAN In some ways, it seems that everyone had forgotten that there was to he a public hearing concerning con-cerning a special service district lor Summit everyone, that is, except Summit residents. The hearing didn't appear on the County Commission's agenda, although it had been legally advertised. The commissioners had apparently forgotten about it, and even County Clerk Clair Hulet had to have his memory jogged. But when several Summit residents ap peared in the Commission Com-mission chambers on the appointed day, June 24, e v e r y b o d y soon remembered -and the message was rather clear. All but one of those appearing told the commissioners that something needed to be done. The something, they said, was establish a special district lor Summit to upgrade the water system, to provide for payment of new street lights and to operate a garbage collection service. ser-vice. However, the question arose, and prevented any action, concerning whether what the residents wanted were 'services or improvements. im-provements. It seems, said Hulet, that a quirk in the law had been discovered that may put quite a delay on the establishment of the district for the unincorporated unin-corporated area. The district was advertised ad-vertised and discussed as a "special service district"; however. Water system upgrading is probably classified as an improvement. Thus, improvements could not be made without a new hearing and advertising process. The matter was left up in the air somewhat until the Commission could obtain legal counsel from County Attorney James L. Shumate. However the commissioners com-missioners did point out that if the citizens wanted the district whether service or improvementit im-provementit could be established, at some cost to the residents. In the area of garbage collection, the County would provide collection of lees and rebid the service to. a garbage collection company. Charges can be billed to the residents monthly or can be added to property taxes. Concerning street lights, said Commissioner Com-missioner Jim Clark, the County would coordinate the billing to the residents. For improvements to the water system, he continued, the expenses w ould need to be paid by the residents, probably by having them added onto property taxes. |
