The city claims they have already been serving the area with services and have planned capital improvements for the area and have included the additional income from the area in their present budget. The county persuaded the court to place the current sales tax monies generated from the contested area in a" trust fund until the case is settled. If Vernal City cannot spend any of the sales tax monies generated from the annexed area it will have to re-open its fiscal budget and raise its mill levy or cut services in other parts of the city to pay for the services it has and is performing per-forming in the newly annexed east side area. Another threatening law suit is that of surrounding water users against Vernal city because of higher rates, connection fees and inadequate service. ser-vice. The outlying areas evidently want to discontinue their Vernal City water service and provide their own because they feel oppressed by Vernal City. Several other suits costing taxpayer dollars have involved dismissing public employees for supposedly unjust reasons. Nowdays if a person doesn't think he should have been dismissed from his job he goes to court to get his job back plus damages. Our judicial court system is an important im-portant segment of our free society and we would not have it any other way, but sometimes we get the feeling that too many of our problems are being drug through the courts instead of being settled outside the courts. How much can we afford to send through our court system? If everything is settled in court the costs and "the time involved will surely increase. We hope that many of the pending court cases can be speedily resolved and that those concerned can spend more of their time doing the job they are assigned to do instead of having to use it in litigating every disagreement and that the huge drain on taxpayers funds going to legal and court costs can be stopped. |
