Show Moss Urges Full Funding Of Impacted Areas Fund Bill Sen. Frank E. Moss, Utah, this week joined as a co-sponsor of a Senate Joint Resolution which authorizes payment to local school districts dis-tricts in the full amount au- thorized for fiscal year 1970 under school assistance in federally impacted areas. Senator Moss said full entitlement en-titlement payments would mean $8,953,000 for scho.il districts in Utah instead of the current $1,0551000 requested re-quested by the Nixon Administration. Ad-ministration. Over $100,000 came to Grand County schools last year under this measure. "Under the law, Congress has authorized payments to local school districts at a rale of the fiscal 19G9 rale or the President's budget request for fiscal 1970, which ever is lesser," Sen. Moss said. Because President Nixon has requested only $185 mil lion for this program nationally, na-tionally, the various state shares have been drastically reduced. The House has already al-ready raised this amount to $.385 million, and several of us in the Senate will seek similar action. However, the Department of Health, Education Edu-cation and Welfare is still bound by the amount in the President's request. "School districts have been counting on full entitlement of these funds for the operating oper-ating budgets for this year, but HEW has not been able to make allocations. As might be expected, this is wrecking havoc with many school budgets. "The resolution provides HEW with immediate authority au-thority to make allocations based on full entitlement until un-til Congress concludes action ac-tion on the appropriation measure," Sen. Moss said. |
