I would vote against a severance tax on coal. We cannot compete with the Wyoming stripmines and stay in business if that tax is imposed. This must be done if our State and particularly our region is to be developed to its full potential. The State should have a strong voice in implementing and regulating an energy progTam. We need less regulation of farmers which would mean less cost to the consumer for goods and products. OSHA and EPA are going to put farmers out of business if they coritinue to regulate farming as they have done in the past few years. I am in favor of the construction of the Muddy Creek Watershed Project in Emery County and the Mill Creek Project in Grand County just as soon as possible. I would support the efforts of those who seek enactment of a constitutional amendment to prohibit abortion on demand. de-mand. I support the right of citizens to keep and bear arms, and oppose Federal registration registra-tion of fire arms. I am against compulsory, fluoridation, but if medications such as chlorine were not added to our drinking water, the danger of a typhoid epidemic would be greatly increased, therefore I would vdte against proposal A. On 'proposition 1: I believe that the voting age should be 18, but the residency requirement require-ment should be longer than 30 days. I don't believe it is possible to set a ceiling for the annual budget of the State of Utah. It is imnossible to anticipate either growth or inflation. I would like to see inflation reduced by spending money on programs beneficial to most people of the State rather than on programs which benefit only a few and are top heavy in administrative personnel. We should elect legislators who will show restraint. J do favor that any surpluses be -applied to the retirement of state indebtedness and thereafter there-after a tax reduction schedule be adopted. I believe in increasing the efficiency and honesty in government at all levels. Utah and would like to serve the people of this area in working for a people ot utan. appreciate your vote on Nov-2 vv Beppy Gibbons Kenneth Silliman For State Rep-Democrat Rep-Democrat States rights and the rights of the individual steadily are being eroded by an ever meting regulation of our affairs and lives by a distan and often unresponsive Fed eral Bureaucracy. As your Legislator, I will reassert my constitutional respons.b.l.ty to protect you and your property against such erosion. Orderly development of the many natural resources of our area can only come about by additional assistance to the cities and towns by providing money and planning for schools, roads and highways, law enforcement, water systems, sys-tems, sewer systems, health and hospitalization and other related problems which might come into the picture. The Mill Creek Project in Grand County and the Muddy Creek Water-Shed Project in Emery County should be pushed to an early completion to assure ample water for continued growth in these areas. On the Initiative Proposal A which will be on the ballot, I believe that the people who will be affected by its passage should be the people who make the choice. See 2 of the Act. On the Initiative Proposal B, I believe that the percentages on the recall petition should be at least 30 of the registered voters; not the 10, 12, and 15 as provided in 2 of the Act. On Initiative Proposal C, I believe to be unworkable in its present form. If the State of Utah is to continue to grow more money will have to be provided for schools, roads, and many other governmental functions. A more realistic approach would be to set a ceiling on how much the State budget could be raised from year to year: example 5 or 6. Proposition No. 1 has four parts. The first two-parts I can approve; as well as the fourth part. Third part I cannot approve. More attention should be paid to youth education; particularly in the vocational and trade programs. Security for the aged should be a major concern of the next Legislature with a reduction of taxes to be dealt with first for this segment of our society. Kenneth Silliman -Green River, Ut. General Election John M. Garr For State Rep. Republican I believe the three most pressing issues facing our area during the next 2 legislative years are the ever increasing inflationary spiral; the continued contin-ued orderly growth and development of our energy industries and related water, the problems facing agriculture agricul-ture with higher costs and lower prices along with the burden of additional regulations; regula-tions; and the ever increasing concern of additional taxation. Realistically one legislator, nor the State of Utah for that matter, is not going to have a significant impact on national inflation, however, I feel an obligation to curtail excessive expenditures and eliminate waste in state government, and increase efficiency in every level and will work toward that goal. Utah must continue an orderly growth in our energy fields, not only for the financial benefits to the state, but also for the contribution we make to the nation's security and economy. I will use every means at my disposal to ensure the maximum max-imum orderly development of our state's energy and water resources, and assist communities commun-ities with energy-related impact im-pact problems. The budget status of the state appears not to warrant any increase in present taxes, nor the addition of any new forms of taxation. I sincerely feel that consideration must be given to the plight of those on fixed incomes who have no means of coping with the inflationary increased cost of living and will work to assist those so affected with special legislative consideration. The initiative proposals will have a serious impact on the residents of District 70. The following is my assessment ot these proposals: Proposal A - Fluoridation and Medication Act Provides that "fluorine or any of its derivitives or compounds or anv other medications added thereto without the approval of a majority of the voters m a duly constituted election in the area affected thereby." leg.s-Utive leg.s-Utive Legal Services has issued an official leg J opinion that chlorine is not class.ficd as a medication and therefore would not be affected in any way should voters approve Proposal A, which would allow local communities to consider via local option vote whether they desire fluoride added to their drinking water. Proposal B - Utah Recall and Advisory Recall Act provides for the recall of any state elected or appointed official with a petition containing a mere 10 per cent of the signatures of those persons voting in the last election. Twelve per cent is required for elected or appointed county officials and fifteen percent is required for elected or appointed appoin-ted city officials. Although recall of public officials has merit, I feel such a small percentage requirement of signatures would only result in harrassment of elected or appointed officials, increase costs through frequent elections, elec-tions, and would discourage qualified candidates from seeking see-king public office. Proposal C - the Budgetary Ceiling Act, places a ceiling of $915 million (present state budget) and phases out all Federal fundine bv 1982, which would ultimately raise taxes to Utahns to make up for the loss of Federal funding or bankrupt the state. The intense concern of our sportsmen regarding the decline dec-line of the state's deer population warrants the attention atten-tion of the Legislature, with possible legislation or direction direc-tion to the Division of Wildlife Resources, in an attempt to provide for better management manage-ment of our deer herds. As your Representative, I vowed to represent you to the best of my ability and keep my constituents informed during the sessions, and also assist you with problems as they arose. I feel my voting and committee record and public contacts via radio and newspaper news-paper prove I met that commitment. With your support on Tuesday, November 2, I pledge to strive- to even improve my legislative record and efforts in behalf of my constituents in District 70 -East Carbon, Emery and Grand County. Harvey W. Merrell For County Commission 4 Republican Dear Sam: I would like to say a few words on my basic philosophy of the role of the government, from the Federal down to the local level, and then to say a few words on some of the propositions on the upcoming ballot. First of all, I think that the role of the Federal government is to govern with the least amount of rules and regulations regula-tions and that its entering heavily into the area of social services is becoming a danger in that it will eventually take away all the individual freedoms free-doms and regulate everyone's life from the cradle to the grave, as well as bankrupt our country. The rapid expansion of Federal Bureaucracy in the past few years is very evident, even in Moab. We are being regulated by many different agencies that do so, not by law, but by their own regulations. I truly believe that the local officials are more aware of what local people think and want; much more than someone living in Salt Lake, Denver, or Washington, D.C. Since being on the Grand County Commission, we have worked to reduce the number of able bodied individuals who tried to get on welfare or on the foodstamp program. We did this by having jobs available to do hard work at the County Road Department. It would surprise you to know how many people do not show up for these jobs. If they refuse a job. they are not eligible for either welfare or food stamps. I feel that welfare is needed for those who are sick or the aged or the children who need it; and not for those people who choose not to work. 1 think that every taxpayer has a vested interest in keeping the welfare rolls down and helping to reduce our taxes. When local people or groups ask for monies for projects, it would be much easier for local officials to say "yes" than to be prudent and refuse all or part of the amount asked; but wm in order to keep our local taxes down, we must do this sometimes. There are other methods of fund raising than asking local government for everything. One method would be for the people who want the project to get together and volunteer at least the labor part of a project. In the past, 1 have tried to be responsive to the people of Grand County and have tried to get the most out of our tax dollars. I hope I can continue to do so in the future. Initiative Proposal A "Freedom from Compulsory Fluoridation and Medication Act" . The passing of this proposal might make the chlorinization of city water supplies illegal and would create a real health problem. I do think that the decision of the fluoridation of water supplies should be left up to the individual communities communi-ties and not be dictated from the state level of government. I might add that my children have been taking fluoride pills daily for the past few years, and their dental work has been minimal. Initiative Proposal C "Budgetary Procedures Act Ceiling" While it would be nice to theoretically hold the state budget at a set amount, we could not keep up our present services from the state in areas of schools, roads, and highways, high-ways, and social programs in view of the increased costs of services and goods due to inflation. To add on the additional part of the act which would phase out all Federal revenues in the next five years would break the backs of all the taxpayers in the state. We would still be required to pay our federal income taxes, gasoline taxes and other taxes but we would not be able to receive any of the benefits such as we now receive. "Consolidation of County Government" The committee to study the possibility of consolidating Moab City and Grand County into one government was made up of local people that were a good cross-section of the people of the area. The plan that the committee recommended was 1 of several that the State Legislature had authorized. There was no outside pressure from either state government or regional government to consolidate our county as some people have suggested. As I have expressed to people who have asked my position on consolidation, I am personally in favor of the consolidation as I feel it will give us a more efficient and streamlined form of government. govern-ment. I would encourage every voter to please read the Plan for Consolidation carefully careful-ly and make their own decision. Thank you, Harvey W. Merrell Leo L. Burr For County Commission 2 Republican As your representative on the County Commission, I will endeavor to work for you and good government. I feel you should know my position on the propositions and proposals we will be voting on in the November 2, 1976, election. Initiative Proposal A, FREEDOM FREE-DOM FROM COMPULSORY FLUORIDATION AND MEDICATION MEDI-CATION ACT. May I first issue a word of caution! Be aware of the wording of this proposal! If you are FOR Compulsory Fluoridation and Medication, then you are AGAINST this proposal. If you are AGAINST Compulsory Fluoridation and Medication, then you are FOR this proposal. I will vote FOR this proposal because I feel there are still too many opposing opinions concerning this issue. We really can't be sure of its benefits or possible harm, if any. True, in the case of fluoride, it has been found that it does help prevent tooth decay, but aren't there other less controversial methods of administering it to those who need it? This proposal will be costly and will give more power to an already too powerful bureaucracy. I be-believe be-believe the State Health Department is exceeding the limit of its responsibility in asking for authority to fluoridate fluori-date or medicate, when it doesn't involve such things as life and death or epidemic situations. Their powers should never go beyond that of recommendations. ...being no more compulsory than flu shots. Fluoridation and Medication Medi-cation in this proposed manner would b costly to all. Let the people decide for themselves if they need it, or want it and then receive and pay for it on an individual basis. Initiative Proposal B, THE UTAH RECALL AND ADVISORY ADVIS-ORY RECALL ACT. 1 will vote against this proposal. I feel if this Act becomes law it will serve to create confusion, and undermine good government. A minority, if they so desired, could unseat any public officer with very little effort. I feel the term of office one is elected or appointed to is a built in protection against poor leadership. As voters we should become knowledgeable about the candidates and issues and then vote accordingly. accord-ingly. I am for majority rule and this issue would give minorities too much power, which could lead to mass confusion and disrutpion in leadership. We have enough nf that without addinp any thing more. Initiative Proposal C, BUDGETARY BUD-GETARY PROCEDURES ACT CEILING. I am against this proposal simply because it is unrealistic to think we can get along withoug federal revenue, reve-nue, when people are clamoring clamor-ing more and more, "let the government pay for it." Like electricity, we have become too accustomed to the convenience. conven-ience. 1 am against increased federal revenue and would like federal revenue phased out, but I don't think a budget ceiling as proposed is realistic. Let's find another way to stay within our budgets. Equally unrealistic perhaps would be a proposal that we all start with our own personal budgets, remembering that when we make demands upon our government, the cost must be the burden of the tax payer... that is you and me! If we could collectively make the necessary neces-sary sacrifices to eliminate federal revenue in our State and Local government, then I am for such a proposal, but I am realistic and know a ceiling budget could be a mistake, especially in the event of a major catastrophy. Propostion No. 1, ELECTIONS ELEC-TIONS AND SUFFERAGE ARTICLE REVISION. I oppose this proposition only in part. Eighteen year olds having the right to vote is fine. However, I feel one should be required to be a property owner. When a bond election appears on the ballot, the property owner will pay the bills and the transient will enjoy the benefits of the bond without the financial burden. The residency requirement, re-quirement, 1 feel, should be less transient in nature also. It isn't difficult to vote by absentee ballot. I will vote against this propositon for these reasons. CONSOLIDATION. I feel consolidation con-solidation should be postponed until someone can give a legitimate example where a county and city have successfully success-fully consolidated giving each equal advantages and not burdening some with greater tax burdens with no improved servies or benefits. I am against Grand County going to the expense of consolidation without knowing full well the consequences of such action. I say let a few other cities and counties consolidate and let us watch their progress or....? Consolidated government appears ap-pears to me, to place too much power in the hands of a hired individual. You might say today he is hired by elected officials, but tomorrow it could degenerate into the hands of some Civil Service type thing or even a labor union. Elected officials can be persuaded by a few, but powerful individuals, and I don't believe we need to open the door any wider to this kind of government. Joe Stocks For County Commission 2 Independent 1 am a 37 year old native of Grand County, and I have watched the' tremendous, responsible re-sponsible development of the County for as long as I can remember. The handling of problems and development by pur local government has been truly remarkable. Despite our demonstrated ability to govern ourselves, State and Federal governments are invading our County with new laws and regulations that will eliminate our right to determine the development of our County and our future, the new State and Federal laws and regulations regula-tions are a punitive form of government that will punish us if we do not adhere to their demands. This must be stopped! I regard this as a free County and I am running for County Commissioner to keep it that way. Statutes authorizing authoriz-ing County Commissioners to govern specifically place the responsibility of County development devel-opment in the hands of local government (Section 17-5-80, Utah Code). "The Board of County Commissioner of respective re-spective County's within the State are authorized and empowered to provide for the development of the County's mineral, water, manpower, industrial, and other resources." resour-ces." In addition to this, the County Commission is authorized author-ized to provide for the protection of fish and game, access ways within the County, Coun-ty, protection of businesses through franchises, the protection pro-tection of property within the County, and just about everything every-thing for the protection, well being and happiness of the people within the County. Obviously, local government can provide for a free County than can responsibly move forward. However, we should welcome the assistance and cooperation of State and Federal government just as we will reject their domination and control. My position on the various propostions on the ballot are as follows: Proposition No. 1: I am for this proposition as I feel the voting age most definitely should be lowered to 18. Initiative Proposal B: I am strongly in favor of this recall act because it would provide for special elections for appointed ap-pointed and elected officials if enough registered voters signed sign-ed a petition to get it into a special election. This would provide for more representative representa-tive government. Initiative Proposal A: Freedom Free-dom from compulsory Fluoridation Fluori-dation and Medication Act; I will vote for this, as it protects one more freedom. Initiative Proposal C: Budgetary Bud-getary Procedures Act Ceiling; I do not know enough about the possible effects of this specific budget ceiling on the safety and well being of the people to recommend voting for it. In addition, the act would stop Federal revenues to the State, but not State payments to the Federal government. Proposition of Consolidation: Consolida-tion: I will vote against Consolidation because I believe be-lieve it leads to the same form of "control , the people" government being applied against us by the State and Federal bureaucrats. Consolidation Consoli-dation is a distinct threat to the freedom of rural areas such as Spanish Valley and Thompson, and to minorities to handle their own problems and future development. Government should be there to assist and cooperate with its people, not control them. In closing, I would like to focus on the young people of the County. We are incredibly lucky to have the finest, well intentioned and excellent young people in the world right here in Grand County. Unfortunately, they are catching catch-ing the brunt of the troubles of our times. Inflation, taxes, irrational policies such as $120 natural gas deposits, financing policies and so on place a tremendous pressure upon these young people. Outside interference by State and Federal government will affect them more dramatically than anything else. We must find a way to protect our youth from these pressures and outside interferences. We must maintain main-tain their freedom and we must control our destiny and happiness. Joe Stocks James Wanielista For County Commission Independent Dear Sam: In response to your letter asking for my position on the issues involved in this election, elec-tion, 1 will give them to you for publication. One of the main issues involved in our local election is that of consolidation. I stated earlier in an ad that I was against it and I am still. The reason is Article II Section 2.11 which severely limits the power of a County Commissioner. Commis-sioner. This makes the office of county commissioner one that is cosmetic in that once the guide lines are given to the county manager the county commissioner had better not interfere with him less the forfeiture of office hang over the county commissioner's head. Also the people of Moab have been led to believe that they have a manager when in reality they have an administrator adminis-trator who does not have the power that the county manager mana-ger would have. I would also like to state that I am for getting water and sewer to the residents of Spanish Valley before the federal government forces us because we are in violation of EPA standards of pure rivers and streams act. The county roads are in very poor condition as any county resident knows, but I feel that the striping of the roads to delineate which side of the road one is traveling is more than a must, it is a neccessity! I believe that many have found on more than one occassion on-coming cars in their lane on curves and hills. My education and past back ground are: Bachelor of Education Degree in Business Education, Chicago Teachers College 1963; John Marshall Law School; De Paul University; Univer-sity; Master of Education Degree in Business Education, University of New Mexico 1970; and I have owned and operated the Prospector Lodge for the last 5 years, selling real estate part time during the last 3 years of the aformentioned 5. If it is of any consequence I was also a Master Barber in the state of Illinois. One could say "If you cannot talk to your Barber who can you talk to!" If you have read this far, you the reader really must be interested in this election and it is your help I will need to get elected. WANIELISTA WANIE-LISTA Harold Hutton For School Board District Four Dear Sam: My thanks to the Times for the opportunity to state my position regarding the upcoming upcom-ing school board contest in Precinct 4. Quality education is important impor-tant to me as a family head with children in school here and also, important to me as a member of this community. As you know, neither my opponent nor 1 have had prior school board experience, but many of the decisions I make daily as a geologist are similar; requiring sound observation and logical thinking. Because I am inexperienced 'at school board operations, I have been attending school board meetings; reading the Grand County School Board policy manual to become acquainted with the operations of the school board; and on the evening of October 27th, I plan to attend the School Board Candidates Evening at the invitation of the Utah School Boards Association. The Candidates Cand-idates Evening is held in Salt Lake City to orientate all candidates on the operation of "schools. My only promise is I will give my best as a member of the school board and mtravel schedule will be arranged so no conflict with school board .business will arise. My stand on school board issues is for retension of monetary control being left to the decision of the Grand County School Board, Not upstate as the people in Salt Lake would have it. I am for equality for every student and parent and I will bring every subject or complaint com-plaint before the board which merits it. I back the new board policy of approving all purchase pur-chase orders before the money s spent. To approve afterwards after-wards lends to poor control and overspending. I will, if elected, question more of the 'spendatures that are at present. pre-sent. I feel school menus should be published in advance and will work toward this goal. 1 have attended every meeting of the school board since I filed and will continue o do so. I am an interested and concerned resident, taxpayer, tax-payer, citizen, and parent and feel this is an excellent means of protecting my investment-by investment-by becoming involved. Sincerely, Bruce Kehret Les Graves For School Board District Five Dear Friends in Grand County's Coun-ty's 5th School District: For the past six years I have served as your representative on the Grand County School Board. During that time it has been my aim to be responsive to your wishes, and to, help direct Grand County's schools in a way so as to provide the best possible educational opportunities op-portunities for our children. We have seen many changes chan-ges in our schools during that time. We have completed some excellent new facilities in the Moab Area Vocational Center, and the Sundwall Center for Special Education. We have changed administration, administra-tion, and now one of the finest young Superintendents of School in the state directing our system. We have seen our District climb out of a huge financial deficit to a position where it is now one of the soundest school districts in Utah, with respect to finances. But most important, in my mind, is that through these years of change we have dared to be different. We have been willing to try new programs in an attempt to speak to the problems we all know exist in education. Certainly there are areas where we have fallen short. But we in Grand County School District have been constantly involved in attempts at-tempts to more adequately deal with problem areas-and in many, many cases, we have experienced satisfying success. suc-cess. The years ahead will provide a number of challenges. Grand County is growing. Our board is currently studying a number of areas in which Grand County School District must be prepared for this growth. Counselling Coun-selling services are again being studied now that we have a firm enough finance base to justify such services. Improvements even this year are evident. Our excellent new marching band; our expanded public information and journalism journ-alism program in high school, and other such programs are proof that we are continually improving our educational opportunities. To operate this type of program, a School Board stat't'ed with experienced, serious ser-ious members is a must. Being a member of a good school board requires the abilitv to be objective. And it requires being willing to face issues and problems head-first. That is the kind of member 1 have tried to be during my six year term. And that is the way 1 intend to conduct myself if you decide to continue me as your School Board representative. I would appreciate your support on Nov. 2. Mr. Graves has served us well for several years, and we agree with Mr. Taylor, School Board Pres., that sometimes a change is good. I feel like I could be fairly objective in serving on the board because, I'm the mother of four children, having a child in three of our shools, so I'm somewhat aware of the challenges chal-lenges at each level. I'm a certified teacher, se I feel like I understand the needs and goals of the educators.
