Show Small Reservoirs Need Outlined reviewed the progress of a special I section of the committee which has compiled all water laws of the I western states, and which will welcome, wel-come, he said, any suggestions for the betterment of those laws. Dr. Baldwin M. Woods of Berkeley, Berke-ley, Cal., chairman of region 8 of the national resources committee, presided. T. H. Humpherys, Utah state engineer, spoke on construction of small dams, and pointed out construction con-struction of many necessary small reservoirs had been retarded from serving reclamation areas by excessive ex-cessive costs. A bill now before the United States senate would. If passed, greatly aid in this connection, connec-tion, he said. He suggested that In areas where the water users are unable to bear the complete costs the C C C, soil conservation groups and other similar sim-ilar agencies lend assistance. Creation of national monuments "haphazardly" Is opposed by Mr. Humpherys, who said they sometimes some-times interfere with construction of necessary small reservoirs. The Colorado river-Great Basin project was outlined by Ora Bun-dy. Bun-dy. president, who agreed with Mr. Humpherys' views regarding national na-tional monuments. Walter L.
