REFUSES BRITISH OFFER Backing Refused Plan to Okeh Cargoes WASHINGTON, Nov. 21 (INS) Announcement by the British government that it Is reviving "navicerts" a World war system of certifying exports as noncontra-band noncontra-band before they leave neutral ports was met with a blunt state department announcement today that the program does not have the Indorsement of this government. But it was Immediately added that neither will the United States interfere with the British plan. Acting Secretary of State Sumner Sum-ner Welles disclosed at his press conference that the United States has Informed the British government govern-ment that the U. S. reserves all of Its rights and all of Its national rights under international law. Welles added firmly that this government is not to be understood as Indorsing any principle of interference inter-ference with trade of generally neutral character. Earlier it was made plain that the American government officially takes no cognizance of the "navicert" "navi-cert" system and, like the British, regard It as a matter of agreement agree-ment between American exporters and the British government. The move for establishment of the "navicert" system, It was learned, was made by the British only after informal conversations with state department officials and, barring unexpected development, will be put Into operation without any objection on the part of the state department. State Traffic Officer James Bowns, who investigated, said that approximately eight feet of railing had passed completely through the car, and the body of Miss Hadden was not discovered until the rail had been cut and the car pulled back onto the road.
