Two of the most Important matters mat-ters passed upon by the commissioners commis-sioners . . . recommendations for Immediate appointment of a full-time full-time city traffic engineer and for an adequate traffic safety budget for 1939 . . , have gone to the city commission, which has held up action. Julian M. Bamberger, traffic commission member, was to ask a check on several matters which have been passed upon by the traffic body, out which have not been carried out, Including some proposals Involving cooperation with the state government. The commission was to receive an opinion from Gerald Irvine, assistant city attorney, that the so-called "cafeteria" traffic court used In Denver would not be legal here. The plan, under which traffic violators appear before the police traffic bureau Instead of police court, has been suggested for study here, although there was no recommendation' that It be adopted. Mr. Irvine held that, under Utah law, such a set-up would be an unlawful transfer of judicial functions |
