Show IRRIGATION CONGRESS ON Hall at El Paso Decorated With American and Mexican Colors. EL PASO, Tex.. Nov. IS. The twelfth National Irrigation congress was called to , order today by Senator William A. Clark of Montana, its president. The hall was decorated with the colors of Mexico and the United States. The attendance was fully up to expectations. There is a large amount of work for the convention. The city is everywhere decorated deco-rated with American flags. Musio is furnished fur-nished by Mexican bands. Including one specially tendered by President Diss. The morning session was devoted to addresses ad-dresses of welcome and responses thereto. there-to. Congressman W. R. Smith of the Sixteenth Six-teenth Texas district, extended a welcome on behalf of the State. William B. Phillips poke for the Stat university and Capt. T. J. BeaU for th eitv.
