WASHINGTON, June 11 The report of the civil service commission concerning the manner of making appointments in the Postoffice Department has been completed and will be presented to the Postmaster-General Postmaster-General on his return to the city. It is understood that prior to the recent civil service order most of the appointments made in the rural free delivery service were based on personal requests. The point also is made that under the present system abuses which might creep in under un-der tha old method will be- Impossible, |
