The City Council last night in committee cf the whole to consider the recommendation recommenda-tion of the Board of Public Works that the contract for Installation of the beating plant in the new city Jail, city hall and fire department, bs awarded to .P. J. Moran. . , - The recommendation was concurred In. Higson Rossi ter submitted the only other bid, which was for $5070, or $138 higher high-er than that made by Moran. Councilman Daveler occupied the chair.' while President Cottrell explained to the Council that he had requested that other bids be asked for, because he had- understood under-stood that the contractors of the city had agreed that the contract should be awarded award-ed to Higson ft Rpsslter, and that the others oth-ers would not bid. He also understood that Moran had violated vio-lated the agreement by underbidding the other firm. , . Mr. Moran denied that there had been shy agreement.
