Secretary Metcalf said: "I am not at liberty to talk concerning con-cerning my mission on the coast except to say that the administration considers con-siders this subject one of the -gravest importance. Our treaty with Japan guarantees to that nation the same consideration con-sideration and immunities that are guaranteed to the most favored nations, na-tions, hence the desire in Washington to learn officially of everything that has been done in San Francisco.
