Also suggested that state office in an advisory capacity assemble and make pertinent data on building materials, efficiency, maintenance need, durability, etc. Standards of construction to avoid high maintenance costs should be formulated. Continuing program of maintenance and improvements im-provements should be followed. Custodians should be carefully selected, -thoroughly trained and adequately supervised to avoid costly deterioration of plants. The group suggested that a study be made to determine the feasibility of supporting capital outlay needs on an equalization basis similar to that now used for operation and maintenance and that state aid come from other than property sources. "We recommend that there be a continuation of power to levy 12 mills for school building purposes, pur-poses, not related to state aid such power to be continued for at least six years." ' Since certain school districts cannot meet all school building and other capital needs from their own resources, it was recommended recommend-ed that a state aid program at about present rates be continued during the next five years. (This would be around $1,000,000 .per year) Other recommendations discussed dis-cussed were that reliance for state aid should he on non-property tax sources and that formulas formu-las for distribution of aid be worked out before the next legislature legis-lature is to meet.
