BUHNOS AIRES, Dec. 11. The Chilean government has sent a message to the government of Argentina asking the latter lat-ter to explain its offer of mediation in the controversy between Peru and Chile. The message Inquires whether mediation would- bo confined to clearing the present crisis, which grew out of the disturbances disturb-ances at Iquique. or whether it would contemplate a settlement of the old question ques-tion of the provinces of Tacna and Arica. The Chilean newspapers assert that the gotfrnmeut of Chile would accept Intervention Inter-vention with the object of settling the Iquique trouble, but would reject it In the Tacna-Arica dispute.
