Suggestion for a conference of the governors gov-ernors of the several states is made In a telegram sent by Governor Boyle of Nevada Ne-vada to President "Wilson, a copy of which ngs been received by Governor Bambeiv ger, - The Nevada governor would have the chief executives of the several states meet with the president in "Washington after the special session of congress has convened, that they may learn the exact need a of the nation during the international interna-tional crisis and act as national emis-sa emis-sa ries to their several states. The telegram to the president follows: May 1 respectfully suggest the expediency ex-pediency of a call by you for a conference con-ference of governors to meet at Washington Wash-ington shortly after the convening of the special session. After such a conference the respective re-spective .state executives could return somewhat as national emisiiarles equipped to Intelligently and concert-edly concert-edly urge popular approval of such changes in the military system as may be decided upon by the government; to locally assist In the direction of the organization of industrial and other forces which may be called upon for service and to carry in a most effective effect-ive and personal way to the people the message of its national government govern-ment affecting .their obligations in this crisis.
