Germany has agreed to permit the four American consuls held at Muntchto proceed to their new posts in Turkey as soon as the Constantinople Con-stantinople government formally agrees to receive them, virtually assuritu;, officials offi-cials here believe, that the difficulties placed in the way of the Americans' transfer out of Germany soon will be cleared away. Turkey already has indicated indi-cated informally that she will Interpose no further obstacles. Officials here were relieved at learning that the men are safe at Munich; as no word had been received from them in two weeks, despite two urgent inquiries. Pending further controversy, the Spanish government, caring for American affairs in Berlin, has asked that the men be allowed to go to Switzerland. Ambassador willard at Madrid reported report-ed today that Germany had called attention atten-tion to the fact that as yet she had not heard whether three German consuls ; transferred from the United States had i reached their new posts in Mexico, Guate- mala and Costa Rica. As the consuls ! have left this country, however, officials : feel that the United States has no longer any concern for them.
