Show SENATE FILIBUSTER EMBARRASSES MMf Morgan Comes to Rescue of Quartermaster Who Is Without Funds. N'F.YV YORK, March 26. J. P. Morgan Mor-gan & Company, it was announced to-nlRbt, to-nlRbt, have agreed to advance an amount up to $1,000,000, without interest, to relieve re-lieve possible embarrassment, of the depot quartermaster of the war department here In the purchase of army supplies. Recently the depot quartermaster was compelled to stop payment for supplies because of the exhaustion of funds, owing to the failure of congress to pass the army delleiency bill. One firm, it was said, refused to honor a requisition for flour, saying "we will do no more business with the government until it pays Its bills." A committee appointed by the chamber cham-ber of commerce of the United States consulted with Mr. Morgan, after which he addressed a letter to Colonel J. M. Carson, depot quartermaster, in which he said the. situation had been brought to his attention and that his firm would ''be glad" to shoulder the obligations to the amount mentioned. Tt was specified, however, how-ever, that contractors apply to J. P. Morgan & Company for a loan for the amount due ihem, giving their promissory notes payable three months after date, without interest, accompanied by a government gov-ernment voucher. "We quite understand," Mr. Morgan wrote, "that the account itself cannot be assigned by reason of the provisions of the law and In view of the nature of the transaction, in which we are desirous of being helpful.
