Show GUCHKOFF VISITS THE ARMY AT RIGA New War Minister Acclaimed Ac-claimed by Russians All the Way From Petrograd. LONDON March 27, 3:30 a. m. Tbe Times' Riga correspondent, in a long account ac-count of War Minister Guchkoff's visit there to convey the greetings of tho government gov-ernment to the troops and to explain the differences with respect to the internal in-ternal situation and the danger of invasion, in-vasion, says: "The scenes at all stations from Pet-rograd Pet-rograd to Riga abundantly testified to the triumph of patriotism over anarchy.
