Show Congress Clears the Way for Prompt Response Re-sponse to President's Call; Joint Resolution Approved by House Foreign Affairs Committee. Com-mittee. ACTION WILL BE TAKEN TOMORROW , Senate Expected to Clinch the Matter on Saturday or Early Next Week; Status of Austrians in This Country Presents a Problem. "WASHiUNGTON, Dec. 5. Congress cleared the way today for prompt response re-sponse o President Wilson's call for a declaration of war with Austria-Hungary. A joint resolution approved by the president and the state department, declaring existence of a state of war between be-tween tbe United States and the Austro-liungarian Austro-liungarian government from today noon, was introduced in thp house and unanimously approved by the l'oreigu affairs committee. It will be reported tomorrow for beginning of house debate on Friday, with final action in the senate sen-ate late this week or early next week probable. Conforming to the president's recommendations recom-mendations the resolution, which authorizes author-izes and directs employment of the nation's na-tion's armed forws against Austria, and pledges the country's resources to victory, vic-tory, applies to Austria alone. Germany's Ger-many's other allies, Turkey and Bulgaria, Bul-garia, are not mentioned. Resolution as Reported. As perfected by the house committee and ordered reported without a dissenting dissent-ing vote3 the resolution reads as follows fol-lows : Whereas, The imperial and royal Austro-Hungarlan government has severed diplomatic relations with the government of the United States of America, and has committed acts of war against the government and the people of the United States of America, among which are its adherence ad-herence to the policy of ruthless submarine warfaro adopted by its ally, the imperial German government, govern-ment, with which the United Sta.tcs of America is at war, and by giving to its ally active support and aid on both land and sea in the prosecution prosecu-tion of war a.cainst the government and the people of the United States of America: therefore, be it Resolved, By the senate and house of representatives of the United States of America, in congress assembled, as-sembled, that a state of war be and is hereby declared to exist and to have existed since noon of the "ith day of December. 1917, between the United States of America and tho imperial and royal Austro-Uungar-ian government; and that the president presi-dent be, and he is hereby authorized author-ized and directed to employ the entire en-tire naval and military forces of the United States and the resources of the government to earrv ni war against the imperial and royal Aus-tro-ITungarian government, a nd to bring the conflict to a successful termination, all the resources of the country are hereby pledged by the congress of the United States.
