Foreign influences, it is officially stated, are seeking to arouse the natives na-tives of Haiti against United States control of the finances of that republic. At the same time it is declared that the French, who are heavily interested in Haiti, are doing everything possible to aid the Americans. The implication of the dispatch ap-pea ap-pea rs to be plain that German influences influ-ences are at work. It is a grave charge in view of the bright prospects for continued friendly relations between be-tween the United States and Germany.
