Show HIGGINS RULES ON WAR TAX STAMPS According to an oninion (riven yesterday yester-day by B. V. Hiirgins. assistant state at-tornev at-tornev general, war tax stamps must be attached to certificates of authority issued is-sued to insurance companies rather than to applieatlons for the license. The same ruling: holds with regard to transferees. In both instances the stamps are paid for bv the companies, 10 cents belnir collected col-lected from or charged to the company at the office of the state Insurance commissioner, com-missioner, where the stamps are affixed.
