If the submarine blockade of England should fail of its whole purpose, Germany may conclude that it needs the coast line of Holland not only for further naval operations, but to open more doors for supplies from the outer world. This would increase England's naval task aud perhaps make it impossible to starve out Germany, no matter low long the war should coutinue. Light is thrown by recent developments develop-ments upon the German efforts to reach Dunkirk and Calais. These ports would have permitted the German sud-marines sud-marines to operate against the west coast of England with comparative ease and at the same time would hve enabled en-abled Germany to import goods from America. Moreover, it is likely that German troops could have seized all the northern coast of France and pushed through to the Bay of Biscay. Had this feat been accomplished it would have been impossible for Great Britain and France to fight Germany with famine. fam-ine.
