Show KEEN AFTER THE JUDGES. Representative Cordell Hull of Tennessee Ten-nessee appears to be discontented with tho seeming difficulty of removing Federal Fed-eral judges from their positions by im-peachmont, im-peachmont, and so ho has iniroducod in the Houso of Representatives a proposition propo-sition to amend the constitution of tho United States, so as to allow of tho removal re-moval of a Federal judge of any inferior in-ferior court of tho United States from office "by a two-thirds vote of both houses of Congress. Tho reason for this is explained, by Mr. Hull to be becauso "tho ancient procednro of impeachment which has come down to us from another century is so prolix, involved, and cumborsomo as to render it most exacting and difficult diffi-cult of utilization." Accordingly, he considers that it has become manifest that a simplified substitute method of procedure should bo mado available. The plea made by Representative Hull against the tedionaness and diffi-.culty diffi-.culty oir removing judgoa by impeach ment would havo appealed4 moro forcibly to tho public if it had been dolivered prior to the impeachment of Robert W. Archbnld of the U. S.- Commorco Court. Tho rapidity, tho certainty, and tho success which attonded tho procedure againBt Judgo Archbald nullifies at ono good and well aimod blow, the wholo basis ,upon which Representative Hull propc - j this amendment. The proceedings pro-ceedings against Judge Archbald were as spoedy as any proceduro qught to bo in a caBo involving so gravo a question ques-tion as tho removal of a Federal judgo. It is altogether likely that the process in his caso was as Gpocdy, as direct, and as little involved in technicality, as a .y proceduro could possiblj bo under the proceduro proposed by Ropreeonta-tivo Ropreeonta-tivo Hull. This showing, therefore, makes his proposed amendment, absolutely abso-lutely unnecessary, and proves that procedure pro-cedure by impeachment mcota every requirement re-quirement in speedy and drastic dealing with Federal judgos. |
