There have been licenses, permits, laws, and ordinances against concoaled weapons, and so on: but it romnined for Alabama to cuact the moBfc drastic law of any. Hereafter it will bo unlawful for any ono to sell, to buy, or to carry, any gun in that State of a shorter barrel than two feet. Gone for the Alabamans is the short, handy "gnu' that can bo hid, tho prevnlent revolver, whose deadly work has been such a curse. Every man who ia annod in that Stato hcrcaftor will be known as an armed man. There will bo no hiding of guns; and whou a man carrioB a gun in that Stato it will in fact, bo a gun no mako-bcliove, no pistol, no sawod-off shotgun. Tho rosult will bo a gonoral disarmament. This Alabama statute, faithfully enforced, en-forced, will put an end to tho deadly work of the vicious and handy revolver. It is probablo that iu this case, ns in tho matter of prohibition, tho stress of tho enforcement of tho law will bo against tho negro. But ovon bo, it will bo all tho hotter for him, and tho whito men will necessarily como to obey both laws fairly well in time. And at any rate, thoy arc an absoluto necessity in that part of tho country, while other States would do well to lako reasonable reason-able and practical stops in tho same direction. |
