Superintendent of "Waterworks Hobday Hob-day is of the opinion that tho rulo requiring re-quiring deposits with tho city whero water motors are nut in is useless, and ho is nrying the Committee on AVatcr-works AVatcr-works of the City Council to change tho rule. Mr. Hobday appeared before the committee Thursday evening and explained ex-plained that the deposit was useless, for various reasons. In tho first place, ho said, tho deposit was a trust lund and could not be used by the city, and, in tho second place, it did not; mean anything any-thing and did nor. stand for auythiug. When a meter was worn out, the, deposit was returned and a new deposit made and a new meter put in, all of which did not mean anvthing to tho city or the water consumer. Mr. Hobday thought the better plan would bp to have the consumer pay a rental for the meter, and tho matter wan referred lo tho City Attorney for an opinion as to tho best mode of pro- I ccdurc.
