In answer to nn Inquiry' made by James Johansonr County Attorney of Morgan county, as to the construction of section S of ohapter 125, Session Laws of 1903. relating re-lating to the building and permanent Improvements Im-provements of Stall" highways, under ihe direction of County Commissioners, and the State Engineer, the cxpenso to he borne jointly by the county and State. Attorney-General Breeden has given an opinion as follows: I bejr to advise you thai I have udvUed the Stale Engineer upon thin uubject, that thorn in r.o fund out of which payments can be- mode on behalf of the State for construction of hlnh-t.qjb hlnh-t.qjb as contemplated by this section and chapter.
