Distributing System and Incrcasing ne Water Supply What it is Proposed to Do With the Money Desired by Means of the Bond Issue Pledges Regard ins the Use of the Money The following address has been issued on the Avatcr bond question by the special Council committee and a committee com-mittee of citizens To the Taxpayers of Salt Lake City The distributing system afe It is at present constituted Is not largo enough to deliver oven the present supply of water The system has been extended from time to time without regard to the future requirements of the city and without any general plan It Is now a system of small pipes without mains and is entirely inadequate to supply enough water for ordinary use In the upper district the pressure Is too high while In the main part of the city It Is too low below that required for fire protection I As the districts are arranged at present pres-ent they cannot be rearranged properly prop-erly until the changes contemplated are made and larger mains put In These changes are most needed In the eastern and northeastern part of the city where nearly all of the pipes are only three and four Inches In diameter It is proposed to put In mains of proper size to be connected with the smaller laterals and the lines between the districts adjusted so that they may remain fixed and not changed about to increase the pressure in certain districts dis-tricts at the expense of others In some districts the pressure is at times over 200 pounds which Is l dangerous to plumbing is unnecessary and Increases Ito waste of water The estimated cost of these Improvements is 75000 r The city is at the present time without with-out a distributing reservoir something which Is absolutely necessary to maintain main-tain equal pressure and have a suitable suit-able supply upon hand In case of fire or accident It is i proposed to complete the excavation exca-vation at Thirteenth East street and line It with concrete When finished It will havo a capacity of 5000000 gallons The cost to be In the neighborhood of 30000 The necessity for this reservoir will be best understood when in case of a dangerous fire under the present system sys-tem If the flow of Parleys conduit was turned directly into the mains reachIng reach-Ing the business part of the city It wOuld take two hours before the water reached the city from the conduit Having arranged the distributing mains that such water aa the city owned or acquired by purchase could bo equally distributed at the required pressure to obviate the clangor of a shortage to any consumer and having completed the reservoir the next step In the plan of Improving the water system Is 1 lo secure water to that end I it is proposed to purchase all the water rights In Parleys canyon The securing secur-ing of these rights Includes the securing of tIme watershed Those water rights can projnired ata cost not exceeding exceed-ing 60000 and would add to the dally supply of the city about 3000000 gallons gal-lons Besides the purchase of these water rights the removal of tho farmers and settlers from the canyon would remove the danger of having the water polluted pol-luted The artesian water In Liberty park has been under close consideration The feasiblirty of utilizing this source of supply will be fully investigated and if 11 is found that the results Will warrant war-rant the cost arrangements will be made as soon as possible to use that water In the lower distrIcts of the cIty SPRINKLING SYSTEM This plan provides for pulling in a separate system of pipes for supplying water for street sprinkling from the Jordan and Salt Lake City canal The system proposed covers that part of the city below thecanal north of Seventh South and east of Second West streets The pipes are to bo of sufficient size so that the system can be extended and eventually cover all of that part of the city below the canal when the supply from Utah lake is Increased The estimated cost of this improve 1 ment Is tO000 and the approximated amount of water saved for domestic UEHJ Is 1000000 gallons In twentyfour hoiirm S INCUErSINC THE STORAGE CA PACITY OF UTAH LAKE Salt Lake City now owns onesixth of the water stored in Utah lake This water Is not now AvailableTor the rca son that the Jordan river which Is tho outlet of the lake will not deliver silt ficient water to supply the canals when the lake is low It is proposed to widen and deepen the channel of the Jordan river from Utah lakp tp tho old dam by dredging making them dhannel of sufficient depth lo draw tho hake down to a level one and onehair fact below lowwater mark This Improvement will give tho city sufficient water from this source to trade for Big Cottonwood creek water In addition to the ampunt already used and also provide a supply for sprinkling streets It is pioposcd to exnond about 50000 on this Improvement and the protection of tho citys mIght to this rdservolr It is understood that the bonds can be Issued drawing about 3 percent The ordinance specifies that they may not draw to exceed 4 net cent Every taxpayer will readily sec the advan tage of meeting actual water expenses by bonds with ibis moderate rate of Interest over levying a tax for Ihc purpose pur-pose which would bo a lirafry burfion on a large number of our citizens The measures above act fprth arc for a permanent Improvement to provide a continuous water supply and o lay the foundation for the ultimate intro duction into the citys water system oC I 1 the waters of Cottonwood by trading for it Utah lake water It Is recognized recog-nized that the final source of supply In the near future for domestic purposes I pur-poses must bo Bs Cottonwood water and for sprinkling and irrigating purposes pur-poses Utah lake and the plans and measures proposed arc with a view to that end The Council pledges to the taxpayers taxpay-ers that all the money realized from tho sale of the proposed Issue of bonds wilt be used for the purpose set forth in this address to immediately Increase and Improve the system of the citys water supply Not one cent will bo expended for any oIlier purpose and It will be used and spent as economically as possible pos-sible The sum asked for Is the amount needed from the best estimates that could be obtained If the taxpayers decide favorably there will bo no delay In pushing time needed Improvements and the Increasing Increas-ing of the citys supply of water It will be prosecuted as rapidly as possible possi-ble The surest quickest and most feasible plan will be prosecuted at once It will be understood that the Council maps out the work a separate board lets the contracts the Council approving approv-ing the work It Is therefore believed that the taxpayers at large will give time
