district court yesterday afternoon The report was relative to the condition and manage management management ment meat of ot the Jails tile the county infirmary and the sanitary conditions In Bingham and did not touch upon the main purpose for which the Jury was Impaneled The Tha investigations of the ther grand jury hereto fore have been somewhat preliminary and to date there has been but little tes I taken with wIsh reference to the food rood trust Now thae that at least some of the theother theother other matters have hae been reported on it Is believed that the grand Jury will Vill proceed with its investigation Into the tue cost of oC living In Salt Lake Bingham Jail in Filthy Condition A feature of the report was the severe severs criticism of ot the city Jail at Bingham Its reference to this jail follows The Bingham town jail Is a disgrace to any civilized community It is filthy un unwholesome unwholesome unwholesome wholesome and filled vermin venn In A hu human human man being found both the tho city and county Jails of Salt Lake Lako in a good condition The grand Jury recommended that the county jail be enlarged In a review of the conditions prevailing at the county count jail and the Salt Lake City CIt jail are In good condition The Tile management of each is efficient humane and econom economical economical economical ical The state prison is modern and very vcr well kept The health of the prisoners as a shown by b the hospital records is much better than it would be with as many per persons persons perSons sons outside pursuing th ordinary voca vocations x The Salt Lake county jail is nearly twenty years old but modern plumbing has recently been installed and the whole structure Is well kept It Is not large enough for tor present needs and another ro needs paint and some repairs to plumbing and other apparatus The prisoners at these institutions make no complaint as to the food rood they are furnished and upon Investigation we find the meals are clean wholesome and well suited to men closely confined a large part of the time Jail Is Overcrowded In the Salt Lake county and Salt Lake city jails each prisoner should be placed in a separate cell cell but a cell ceIl should never be permitted to stand vacant while another cell has two tW occupants The rhe county and the city should provide preside a sufficient number of ot cells at each place so that this plan can be car carried ned ried out The general health of the pris prisoners prisOners i oner would be Improved and much more i good and less harmful results would come from the enforcement of the penal laws The quilts now in use at these Jails should be discarded and replaced with blankets blanket Quilts cannot be washed and andare andare andare are more difficult to disinfect They har bar harbor harbor barbar bor bar vermin and retain filth Blankets can be washed at regular intervals and can be easily disinfected The Murray city eit Jail is M the old county jail persona among the inmates The effect of their presence upon the old folks whose only fault Is s their poverty is distressing They should be removed and cared for in a separate Institution Urge Increase In Salaries The salaries of ot the attendants at the institution are ridiculously low It is no wonder that tl at it is difficult to keep help heIp The matron who has constant charge of ot the institution and of the private af at fairs of ot the old folks receives 10 per month The engineer who attends to the heating lighting and plumbing or of orall orall all buildings receives 35 33 per month The rhe laundress and nurse whose time is occupied all day and frequently a large part of the night and whose work re requires requires requires quires great tact and patience receive 30 o per month each Each of ot these per persons persons perSOns sons receives board and lodging at the Infirmary This is necessary because their constant attendance is required but even then the pay is far too little The Theold Theold Theold old folks are exacting and hard to please day and night they require patient kind attention and wages should be paid at that will justify their remain Ing and will encourage them In their work A Menace to Life In Bingham canyon canon the absence of a sewer js Is s a menace to the lives of the residents and of ot those who must go there on business In main Bingham canyon from upper Bingham to the lower end of the town limit all tile slops and offal go into the creek It is the natural and only drainage for the camp The canyon is narrow and the bed of ot the stream is rough and uneven Outhouses are propped up on poles over the stream and waste matter from res rca saloons and Is thrown into it The refuse matter lodges on the rocks where it becomes putrid and every foot of the way wa for a mile and a half the stench is very ery repulsive In J 1903 1905 over fifty cases of typhoid fever feer reached the Salt Lake hospitals from Bingham canyon We Ve have no record of the num berless cases that during the same period were treated in private places In 1900 the state engineer after measurements carefully made in the canyon reported to the st fe board of health that the supply of water Is sufficient for an un sewer system and that such a system s stem was as feasible More than one half of this sewer would be within the town limits of ot Bingham the balance in Salt Lake county Blames the Authorities Bingham has a large and constantly Increasing population and an income from licenses fines and forfeitures alone of more than per year Certainly the town can easily bear Its proportion of the expense Salt Lake county can ill afford not hot to bear its share The con there existing have been repeat repeatedly repeatedly edly called to the attention of ot the town and county authorities by b the state board of ot health but nothing has been done don though the evil constantly Increases The Bingham officials show a complete dis
