| Show NEW YORKS POLICE EXTRAORDINARY GRAND JURY CENSURES THEM TwentyFive Indictments Presented A Most Horrible State of Affairs Revealed New York March 18The extraordinary extraordi-nary grand jury which has been out since Jan 7 reported today Foreman Leggett handed up twentyfive indictments Indict-ments and a presentment censuring the police department Court adjourned until 4 oclock this afternoon I is expected in the meantime mean-time that several arrests will be made and Justice Graham will fX the ball this afternoon The grand jury was not discharged Te presentment alludes at the outset out-set to the work of the Lexow investigating investi-gating committee as having spent many months In collecting evidence which while ample to satisfy the public pub-lic of the existence of corruption fell short in most cases of that which the law requires to establish guilt The following passage occurs in the presentment The circumstances and testimony offered have tended to show financial consideration and in some cases lax administration Indeed the publicity with which the law is violated and the immunity from arrest enjoyetf by the law breakers is inconsistent with the laws In our opinion the report con itinues ute great body of subordinate officers are honest and capable men and their assistance In our Investigating Investigat-ing would doubtless have proved most valuable had we been able to demand it but without proper orders accSm panied by honest and willing sugges tions from their superiors no aid og this character was practicable During our entire session no police official high or low has volunteered one particle of aid nor has any evidence evi-dence whatever been forthcoming from police officials except such as has been drawn from unwilling witnesses In conclusion the report says The enjoyment of the executive head of the force of a considerable fortune for-tune accumulated as a result of favors granted in the performance of official duty may well have caused demoralization demoraliza-tion to the force under his command The distinction between isuoh favors and direct gratuties Is not one that his subordinates are likely to appreciate As soon as it became known Judge Ingraham had signed warrants for the indicted officials the corridors of the big building commenced to fill Criminal Crim-inal lawyers who have defended polfo0 cases were soon on hand but professed to have no business in view h ln there simply through curiosity When Judge Ingraham reached court at 5 oclock the jam wa terrific but all who had assembled to hear the names of the indicted officials were disappointed dis-appointed as court was immediately adjourned until 1 oclock tomorrow morning Rumor ran rife as to who had been indicted No one in authority would speak |
