C RANDALL said that the amendments to the Clean Air, which were passed in August, are necessary since vehicle erhission regulations are not being met in the large business districts in the state. He blamed part of this delay on the fact that all vehicles are not yet equipped with emission control devices. If approved by the WFRC, the planners will apply for an Environmental Protection Agency (EPA) federal grant to obtain money to write the plan which must be approved by January 1979 for the areas which do not currently meet the standards.
