other three practically at the harbors mouth portsmouth today awoke to the realization that one ot the most important days in its history was actually at hand the russian envoy M watte arrived late last night and early today a wireless message was received from one of the fleet which left oyster bay with the other envoys that the vessels were not tar from the isles ot shoals and that the little fleet would anchor in the harbor just before at an early hour the streets began to fill up as the steam trains trolley cars and private conveyances brought visitors from all parts ot southeastern new hampshire tho famous old seaport was elaborately dragod with flags and bunting and presented an attractive appearance at the hotel wentworth mr wite got up early beginning at once to prepare with mr
