Bryan, appearing today before tho senate labor commltt6e, urged creation cre-ation of a permanent tribunal of Investigation In-vestigation for the adjustmehl of la-j bor controversies. The committee is considering legislation to carry out i recommendations of tho second Indus- j i trial conference. 1 Under Mr. Bryan's plan the tribunal tri-bunal would leave the parties to thej controversy full freedom of their action ac-tion 'after their case had been fully Investigated.
