O'Brien, the inspector in-spector in charge of ihu work, was negligent negli-gent whllo supervising the work on tho Sewer cxtensiou in Third South between Tanth and Eleventh East streets hist fall, resulting in defective construction work which necessitated the relaying 01 the sewer. Contractor A. A. Clark presented pre-sented to tho board of public works I-ri-dav night a bill for SIU27.G2 in addition to" the amount of the contract. The hoard, however, is of the opinion that O'Brien was an efficient Inspector and that the contractor fnilod to comply with, the plans and specifications of tho city engineer and hence the claim was turned down. . . i Many defects were found in the work after it was finished, owing to tho sewer sinking. The extension was in treacherous treach-erous ground, and in tho opinion of the board the inspector was not to blame for the necessity of relaying the sewer. O'Brien was duly appointed by the board to supervise the work. When the contractor con-tractor was Instructed to relay the sewer lie obtained affidavits of several of his foremen to the effect that the inspector s directions had been followed, thus blaming blam-ing O'Brien for the defective construction worlc. O'Brien left the employ of the department about three months ago. Bids were received by tho board Frl-dav Frl-dav night on the construction of proposed pro-posed watermain extensions for tho year 1911 There wore only two bidders, P. J. Moran and J. W. Percival. Moran's bid was the lower of the two. amounting to $350.23 per foot for construction, including in-cluding hydrants nnd valves, whllo that of Percival was ?35S.44. The water main extensions will require an expenditure of approximately 560,000. The bids were submitted to tho city engineer for tabulation. tabu-lation. The contract will be awarded upon up-on the receipt of tho engineer's report, p. j. Moran was allowed the fourth and final estimate on paving extension No G7, including Second West street from Third South street to the Warm Springs, amounting to $3S.957.95. Moran was also allowed his final estimate of $3231.51 on tho watermain extension on Thirteenth East street from Westminster to Sugar avenue. A. A. Clark's final estimate of $656.07 on sewer extension No, 245 in Snow's court also was allowed by the hoard. The J. W. Moran Construction company com-pany of Ogden was mado an offer of $750 hy tho board as a compromise for the claim of 52000 against the city for damages to the concrete conduit for Parley's Par-ley's creek, which aro alleged to have resu tod from the city's reservoir being released while the work on the conduit was in progress. The company, however, refused the,' compromise, but tho board is of the opinion that $750 Ik sufficient to cover all damages to the company |
