EXEMPTION claims to be made by drafted employees of the Utah Power &. Light company are to be reduced to a minimum, according to a circular letter issued by C. 10. Groesbeck, vice president and general manager of t lie concern. A desire to aid in every way possible the aim of the government to exercise justice in raising rais-ing the national armies is given as a reason rea-son for a flop ting I he rules set forth in the following communication, which is being sent out to department heads and division managers: Notwithstanding that this company is engaged in a business essential to the prosecution of the war, employment employ-ment t herewith is not sufficient ground for claiini ng exemption from military service or seeking deferred classification under Series XI, "Industrial "In-dustrial Occupation." It is our desire and intention to assist in every way possible in the prosecution of the war and exemption exemp-tion will be sought for such few men only as can better serve the country by remaining ai their posts at home than by entering military service. To secure deferred classification i,t must be shown that the employee is engaged in work necessary to the maintenance of the military establishment, establish-ment, or to the effective operation of the military forces, or to the maintenance mainte-nance of national interests during the emergency, and that any vacancy so creatpd cannot be reasonably filled, or that the failure so to Mil such position po-sition will work a direct hardship oti the federal government In the prosecution prose-cution of the war. Few Have Claims. Of our employees only a small number num-ber can claim exemption or deferred classification under these conditions, and it is by no means assured that even their claims will be recognized. The only employees for whom we should ask exemption are skilled workers, such as dispatchers, power bouse, substation, steam and gas plant operators, and perhaps a few linemen n n d pa t rol m e n . Not only will you be unsuccessful in securing exemption for any others, but such an attempt may weaken any other claims registrants may have, and you will furthermore materially weaken our position in attempting to secure exemption for such of our employees as are strictly necessary to the conduct of our operations and who cannot be replaced. Please, therefore, explain the facts as above set forth to those applying to you and refuse to sign all affi-davitSi affi-davitSi For employees as above indicated and whose service in your judgment could not be dispensed with or whose positions cannot otherwise be filled for the period of the war, send the questionnaire with a full statement of tacts immediately to Mr. Inch for his inspection. The officers of the company will then decide, impartially, impartial-ly, whether applicant's services are indispensable, and in such cases only will the supporting affidavit be signed by the proper official. Upon receiving a copy of the circular yesterday, Governor Simon Bamberger expressed pleasure that the corporation had determined to arrange for the re lease of every possible man to the military mili-tary service of the nation. Registrants under the draft going to the capitol to turn in their questionnaires or to consult the legal advisory board, sometimes do not know to which local board they belong, notwithstanding its number is given on the query sheet.
