Show Water For Oiue OeiicEi Appears Near As Group Mies Advances To Duchesne County Delegation Claims Water Possible By Gravity Flow Excerpts from the Duchesne County Commissioners' meeting, Feb. 7, relative to Blue Bench development, de-velopment, has produced speculation specula-tion that it might be. on of the truly big things to expand the agricultural outlook of Duchesne County. The entire minute's entry has been used in some instances in the following article to give all the details of a proposal that has great possibilities of developing into one' of the big projects of the Basin. Following is the story as told by the commissioners' minutes: Bruce Fitzgerald and Edwin Carman Car-man discussed briefly with the county commissioners the matter of putting water on Blue' Bench. They stated that preliminary surveys sur-veys show that water could be put out with a gravity flow for about $40 an acre; that they would see Frank McClure and determine if he would come' in with them and make one large project for the enure bench. Floyd E. Lamb, commission com-mission chairman, stated that the county practically had entered into an agreement with Mr. McClure, but that if Mr. McClure were willing, will-ing, he felt it would be better to get a gravity flow instead of pumping, and that to put all good land under the project would be much better. Presents Written Offer A delegation consisting of Bruce Fitzgerald, Elwood B. Carter, Jack Bleazard, Mark Bleazard and Newell New-ell Carter presorted an offer in writing for the development of Blue Bench. This written offer is in the form of a copy of the minutes min-utes of a meeting the group had just held. These minutes, copied at length, are as follows: Minutes of a directors' meeting of the Blue Bench Irrigation Co. held in the Duchesne county courthouse, court-house, Feb. 7, 1956, at 12 o'clock. The following is a list of the members and subscribers. Those present at this meeting were: Elwood El-wood B. Carter, Newell Carter, Vern Carter, Mark Bleazard, Jack Bleazard, Edwin Carman, Bruce Fitzgerald, Lorin Stevenson. Others Oth-ers not present were: Bob Carter, Guy Fitzgerald, J. S. Fitzgerald, Carl Van Tassell, A. Hale Holgate, Denny Ralph and Grant Bleazard. The following officers and directors di-rectors were elected. Elwood B. Carter, president; Bruce Fitzgerald, vice-president; Edwin Carman and A. Hale Holgate, directors; Newell Carter, secretary. A discussion concerning intentions inten-tions of putting irrigation water on the Blue Bench followed. At this time, there are methods and funds available for financing this project. (Continued from Page 1) classified as land that has been watered and is now a water user before the river is opened to appropriation, ap-propriation, which will be done in the' near future. An executive committee, consisting consist-ing of Elwood B. Carter, Bruce Fitzgerald and Edwin Carman, was authorized to go ahead and work out the preliminary details of the project such as the number of acres of land available from Duchesne Du-chesne County, the per cent of grade in the old canal, length of pipe, size of pipe, cost of pipe and number of second feet. Seventy-five second feet was the approximate amount needed for approximately 5,250 acres. We propose that all' interested in the Blue Bench project become a part of this Blue Bench Irrigation Irriga-tion Co. to make one major irrigation irri-gation development project. Minutes Were Read These minutes were read to the group by Elwood B, Carter. In addition to the above' minutes, the following statements were made: The project should be broken up into five secondjfeet units. The county should deed land for '$1.00 a deed for each unit; the land along the highway should be reserved re-served for residence; Mr. McClure should join in this venture so as to save the cost of pumping; pumping would cost about $11 an acre-foot a year; this group recommends recom-mends syphoning; the whole Bench should be one project; this group will get in touch " with Mr. McClure. Mc-Clure. Bleazard Bros, would like first chance to purchase county-owned lands around the fringe of the project that cannot be irrigated. They would like to use it for grazing graz-ing purposes. Mr. Carter said if the project does not go through for any reason, then he would like to purchase land east of that which Mr. McClure has an option on. A list of all county owned lands on Blue Bench which would need to have the titles cleared were presented to the county commissioners commis-sioners at their Feb. 7 meeting by George B. Stanley, abstractor of Heber City. This list contained 3,140 acres. The commissioners are' to get in touch with James R. Hall, county attorney, relative to this title matter. ' Seek Road Help A delegation from Blue . Bell, consisting of Claud Allred, Leonard Leon-ard Goodrich and Leslie B. Goodrich, Good-rich, asked for assistance from the county commissioners in getting improvement on the Upal'co-Blue-bel.1 and Bluebell'-Altamont roads. After some discussion, it was decided de-cided the clerk should write a letter let-ter to Mr. Hickman and invite him to go over the road with the county coun-ty commissioners and a delegation from Bluebell. The clerk was requested to write a check for $100 for A. Hale Hoi-gate, Hoi-gate, area agriculture inspector, to attend a convention. The clerk was asked to call for bids on three' two-ton five-yard dump trucks. He is to write to International, GMC, Ford, Dodge and Chevrolet,. Trade-in units will be on Dodge and two Fords. A delegation has requested the county commissioners to reconsider recon-sider their decision to have Arcadia Ar-cadia as the No. 1 road improvement improve-ment project for the' county this year. This delegation, consisting of the following men: Charlie Fa-brizio, Fa-brizio, Claud Wagstaff, Clarence B. White, B. A. Jacoby, Alfonzo Defa, Bruce Fitzgerald, Rowan C. Stutz, Ray Thomas, Ted Wilcken, Joseph Curry, Frank T. Defa, Vern Carter ' and Elwood, B. . Carter, brought up this matter at the Feb, 7 meeting of the county commissioners. commis-sioners. After much discussion, it was moved by Elwood B. Carter and assented to by all present that Arcadia be left as the No. 1 project proj-ect for the State Road improvement improve-ment and that the No. 2 project be as follows: Begin at the end of the oil on the Golden Stairs road and run thence across the Duchesne River and up to the North Fork bridge. If there is not sufficient money to do the whole project, the Duchesne Du-chesne River bridge at the end of the Golden Stairs road be left out Duchesne County has entered into in-to a welfare work project agreement agree-ment with the State Department of Public Welfare. Under this agreement, the state department agrees to certify employable em-ployable persons from applicants for general assistance; to furnish labor for the project to be paid by the welfare department at a rate determined by the Public Welfare Commission (rate is $1.00 an hour and weekly payment shall not exceed ex-ceed $33 for 28 hours labor). Assignments As-signments for such labor are 'to be made at such times as employable persons are available and to continue con-tinue until the individual budgets of the certified recipients are worked up. i Also, the welfare department agrees to pay' for the labor and services mentioned without cost to the sponsor. Duchesne County agrees to not replace .regular employment already al-ready established; to employ such labor for public need only; to supply sup-ply competent and adequate supervision super-vision for the project; to supply transportation as necessary to make up and forward time sheet to the welfare department and to distribute and account for checks upon same from the welfare department;1 de-partment;1 to furnish equipment and , materials necessary for the prosecution of the project, and to pay all insurance required for the protection of the employees under the state arict ''federal' law while on the project. |
