RDA Board Chairman Dean S. Stable said Bountiful's Bounti-ful's proposal will be based on the criteria of revitalizing revita-lizing the downtown (redevelopment) area that will bene"fit a large number of people and create new jobs. MR. SANT said a detailed w ritten proposal will be prepared for the March 15 deadline. At that time, he will make a three-minute oral presentation to the Davis County Council of Government (COG) -w hich has full control of distribution of the funds. Each city making a request w ill then be allowed two minutes for questions and answers. A public hearing will be held on the block grant proposals next Wednesday at 7:?0 p.m. in the Council Coun-cil Chambers of Bountiful City Hall. THE RDA board agreed that the grant, if approved, w ould be used to help in the revitalization of dow ntown Bountiful, aiding a major Redevelopment Redevelop-ment program previously approved by the RDA. Bountiful has not yet been a recipient of block grant funds which have been awarded to cities based primarily on "health and safety needs or public pub-lic works projects." "I DON'T agree with this concept." said Mayor Stahle. "Most of the money goes to smaller cities because they have not taxed or assessed their residents resi-dents sufficiently to maintain and upgrade their public pub-lic works projects. "Bountiful, on the other hand, has maintained and upgraded its (water, storm drain, etc.) systems and has not gone out to seek federal funds for projects that should be the responsibility of each city. These block grants should be based on revitalization and redevelopment of a community and allocated more on the basis of population." |
