BLODGETT BOUNTIFUL -- Bay Area Refuge Disposal (BARD) garbage gar-bage landfill site in West Bountiful Boun-tiful operated $54,000 in the black for 1982, it was announced at a recent meeting of BARD board of directors. BOB Goldsberry, of Gold-sberry Gold-sberry and Associates financial finan-cial consultants, told BARD officials that they should be "highly commended for their efforts to operate a facility in the black during a depressed economy when most agencies were operating in the red and a few were going bankrupt." He cited the cost reduction for replacement and maintenance mainte-nance of heavy equipment as one primary reason BARD finished the year substantially in the black. Costs were reduced re-duced from $74,000 in 1981 to about $ 16,000 last year, the audit au-dit showed. "THIS WOULD be a 20 percent per-cent increase to the size of the existing site," said Mayor Palmquist. "The land would be on th south end of the present pre-sent landfill." He noted, however, that U.S. Wildlife Division officials have some concerns about the creek, "but feel that things can be worked out satisfactorily." board "there are no major problems we could find, only some minor housekeeping adjustments." ad-justments." BARD Chairman Robert Palmquist, mayor of North Salt Lake, told board members that if a creek running through the landfill site could be rechanneled, it would add about ab-out 30 acres of useable land to the BARD site. MR. GOLDSBERRY noted that maintenance and operation opera-tion costs were down despite an increase in salaries, benefits and roadway maintenance. BARD hired former Bountiful Bounti-ful Mayor Elmer Barlow as manager of BARD. "There's no question but what Mr. Barlow Bar-low has done an efficient job of managing the BARD operation while increasing revenue and reducing expenses," the auditor au-ditor said.
