Show Review - Wednesday, March 28, 1984 - Page 3 Council considers excavation bond with other city business A formula based on the footage of an excavation project will be developed to determine the cost of a bond which excavators will pay in Pleasant Grove, the city council decided Tuesday. The council had previously discussed setting a $2,000 cash bond for excavating within the city. Council members noted that on occasion a company might perform only one excavation and not return to do more' thus making that $2,000 fee excessive. The Community Development Director, Frank Mills, and City Engineer, Lee Wimmer, will prepare a formula to present to the city council. With the formula, the development director could determine the amount of the bond x based on what the per foot ex-cavation would amount to. Mark Johnson, City Recorder, presented a third quarter report to the council which showed that the departments were in line with their expenses to date. He said that about 65 percent of the revenues for the fiscal year had been collected and departments had spent about 63.4 percent of that allowed in their budgets. Mayor Holdaway suggested that some funds available through grants to do work where an emergency exists could be applied for to alleviate the flooding situation in front of the Maple Hills Motel. He said that curb and gutter would help the continual flooding problems there. Mayor Holdaway showed graphs which described the amount of water the city was sending per day to the Regional Wastewater Treatment Plant. He noted that the city has an average of 1.5 million gallons per day treated. During the months of June, July and August this rises to about 2.2 million gallons per day. The increase is because of ground water, usually from irrigation, infiltrating the sewer lines. The graphs showed that American Fork's summer increase x was substantially more than that of Pleasant Grove. Rddey's Ice Cream was allowed a business permit to sell ice cream through neighborhoods via an ice cream truck. Council gave approval to the final plat of the Wrenwood Estates which includes 10 lots on the extension of Mohican Lane toward the south. A holding basin is included in the plat. The city council proclaimed the week of April 8 --14 as Building Safety Week in the city as recom mended by the state. The council urged all citizens to use this week to visit the building department in the city and learn what is done to insure safety in city construction. Police Chief Mike Ferre told the council that Officer Tom Prestwich was leaving the force as of April 1. The chief recommended the city hire Mike Blackhurst as a patrolman but should another position become open Mr. Blackhurst could be considered for the opening. Mr. Blackhurst has previously served for many years as a Pleasant Grove Police Officer and as Police Lieutenant, second in command to the chief. He left his position some time ago to go into private enterprise. Chief Ferre said that Mr. Blackhurst had been granted a leave of absence which would en-title him to be considered for other positions. The chief said he provides this leave of absence to all officers who terminate but who had been doing a good job for the depart-ment. The council approved Ferre's recommendation. He said that if flooding ilsurs the water will have to be directed between the houses. The council continued to urge those with ditches to be sure they are cleaned. If worse came to worse and water reached a height to go over the top at Battlecreek it would have to be diverted onto Battlecreek Drive as well as down the flood channel, committee members were told. Councilman Lloyd Ash said that perhaps a trench could be dug on the north side of Battlecreek and lined with asphalt to carry the water down the street to reduce erosion. There is no curb and gutter on the east section of Battlecreek as there is on Grovecreek Drive. Frank Mills, public works director, said that it would take about 6,000 sandbags to divert the water down Battlecreek and into the canal. Crews will begin removing gravel from the Grovecreek debris basin this week. The gravel will be given free to those bringing dumbtrucks to the site. -- ' Grovecreek is filling up rabidly and is much higher than it should be at this time of year. A head gate will be installed to help divert the water from Grovecreek this year to reduce the risk of the force of the water collapsing the ditch bank. Mayor Holdaway said that if it should warm up too fast the water will definitely go over the spillway at Grovecreek again this year. A very warm spring would also bring it over the top at Battlecreek, he said, an event which has never yet happened. Dr. David Dickerson, councilman responsible for sandbags, said that 500 of the bags had been sold already. The city will keep a total of 5,000 bags on hand at all times. Sand is available at the city shops. Sherri Atwood, who is assisting Councilman Dave Faux in arranging for equipment, said she had been notified by several con-tractors as well as the Utah County Homebuilders Association that equipment would be available to assist should flooding occur. Methods of diverting flood waters into the Murdock Canal where possible will be used, according to Lloyd Ash, councilman over that phase of flooding. He said that the BOR had agreed to reimburse the city for expenses incurred because of installation of the aqueducts. They also said that the Wade Springs six-inc- h pipeline will be replaced with a h line at no expense to the city. The diversion struction for Grovecreek into the Murdock Canal was agreed to and the BOR said the city has the right to set an ex-cavation fee on any excavations the BOR will make during construction. The BOR will make no changes to the present specifications without the approval of the city council. ' Mr. Wimmer said that there are three locations in the city where the project will cross city utilities and roads. Mayor Holdaway also stated that it would be about one year at least before installation of the fence could begin. The J-- 4 and A--3 acqueducts pipelines will cross the Murdock Canal in about five places through the Pleasant Grove City Limits. Signing of the easements ends a lengthy struggle the city has had regarding the installation of the aqueducts in the city. Previous and present city councils have held out for .using the present Murdock ' Canal channel to hold the aqueducts so that more pipelines do not need to go through the town. The Salt Lake Aqueduct already transverses the community on the east side.
