A Socialist mayor is beginning his third term in Milwaukee because the Socialist party has ihe biggest, best and most efficient effi-cient political organization, and because be-cause this mayor has made a real drive, during his other terms, against the high cost of living. A person of unbiased political opinion op-inion Is almost impossible to find in I Milwaukee. Municipal officers are j used to be Republicans and Democrats I elected by the non-partisan ballot J system. The anti-Socialists, who used to be Republicans and Democrats, call themselves "non -partisans" and claim to have no party. Admits Clean Record. i Mayor Daniel W. Hoan admits that hb "clean record" and "efficient administration" ad-ministration" re-elected him. The conclusion reached by an out-of-town observer is that Socialist rule has not done anything -wonderful for Milwaukee, that It has not been particularly par-ticularly harmful and that it has accomplished ac-complished small things, no better or worse, than other parties accomplish. The city council is In opposition to the mayor with 17 "non-partisans" and 14 Socialists. This doesn't seem to bother Hoan, however. "I can't get along without a council," he has said. And this illustrates the general attitude atti-tude of Socialist city officials. To, them anti-Socialists Just don't matter at all. Anti-Socialists admit the Socialists know the technique of running a municipal mun-icipal government. They differ almost solely on tho question of loyalty. The Voters' League has never recommended recommend-ed the election of a Socialist because it holds that "tho Socialist party lias pursued a line of action that is clearly antagonistic to the interests and principles prin-ciples of our government." "Mayor Hoan admits he is against government methods generally, but dc-! nics he or other Socialists are of the' Communistic type. Tntls charge that Victor Berger Is the big Socialist boss' and gives orders to Hoan. I Hoan claims credit for centralizing all city purchasing agencies, which accomplished the saving of "thousands of dollars." i He also is starting a housing plan.! to build and sell houses at cost. How' this will -work out is'problematlcal, as is also a rival housing plan Inauguat-i ed by the Association of Commorcc. j lloan's drive against Ihe cost of living liv-ing is the only accomplishment for which "non-partisans" give the Socialist So-cialist undisputed credit. He inaugurated inaug-urated a system of public marketing with the direct sale to the people of, potatoes, fish, army canned goods and many farm products. The term is four years and in 1914 he was reelected re-elected city attorney. Ho was elected mayor in 1916, again, In Jt'OlS and 1920. , i Hoan was a Socialist way back in his college freshman days, having organized or-ganized the' first Socialist club at tho University of Wisconsin, j Now Mayor Hoan is being talked of ;aa Socialist nominee for the presidency.
