The supreme council's note to the representatives of the Rus-isian Rus-isian central co-operative union regard-! ling partial lifting of the blockade, 'made public today, says: 1 "First Tho allied governments no-! tify the co-operative union that they are disposed to authorize an exchange of products upon a basis of reciprocity ! between the Russian people and the al-! al-! lied and neutral countries and they in-I in-I vite this union to export from Russia the surplus of its cefeals, its food-'stuffs food-'stuffs and its raw materials with a1 view to exchanging them for clothing and other merchandise of which Russia Rus-sia Is in need. j Determination of Values.
