Show China Defers Reply to Japan's Proposal PEKING, Thursday, Jan. 22. China's Chi-na's reply to tho proposal of the Japanese Jap-anese government to open negotiations negotia-tions for the return of Kiao Chau has been deferred pending the arrival in Peking from Paris of Foreign Minister Minis-ter Lou Tzen-Shiang. The minister is due to reach Shanghai tomorrow. Yu-kichi Yu-kichi Obata, the Japanese minister, the proposal January 19. It is understood under-stood that it suggests a Chino-Japan-esc commission to discuss the issues involved. The foreign office reports the receipt re-ceipt of numerous telegrams from the provinces opposing any discussion and favoring the submission of the question ques-tion to the league of nations. This is urged on the ground that the holding of negotiations would signify a tacit recognition of the peace treaty. oo |
