That It is proposed to amend liiiiiiiiiH Section 3 of Article XI LI of the Constitution IH of the SUto of Utah so that the same trill IH read as follows: IH Section 3. The Legislature shall proride by ll law a uniform and equal rate of asicssmenli lH and taxation on nil property In the State, ac- lH cording to Its value in money, and shall pre. VH scribe by general law such regulations as shall ll secure a just valuation for taxation of all tH property, so that every person and corpora IH tion shall pay a tax in proportion to th IH Value of his, her or its property: Provided, IfH that a deduction of deb'.U from credits may b lisssssssssssl authorized Provided further. That the prop ll erty of the United Siatf, of the State. coun IH ties, cities, towns, school districts, municipal lisssssssH corporations and public libraries, lots with the building thereon used exclusively for either re IH Utfious worship or chsritahle purpose, and IH places of burial not held nr used for private ll or corporate benefit, shall be exempt from tax.
