Ijp' Having qualified at the recent primary as one of the candidates for I the office of Mayor of Ogden, to be voted on at the ensuing election ; to be held November 6, 1917, I think it only fair to the voters to state my position with respect to some of the important questions in which they are interested. Therefore I submit the following: , jHj I believe in public improvements. To be consistent in such im-provements, im-provements, however, they must be made in keeping with the spirit of the times and the financial conditions of the people. At the pres-ent pres-ent time while labor is so dearly sought in all industrial pursuits; while our Government is so urgently calling for men and means to carry on the great struggle for humanity: while war taxes are being Bj imposed and the cost of living is bounding upward because of the de- mands of war; and while our nation is so earnestly advocating the Hf principles of conservation and economy, I do not think it wise nor -Bp' . wholly within the bounds of true patriotism to divert the energy and means so needed for the vjlfare of the country and burden the citi- HK zens with unnecessary special taxes which must of necessity be creat-ed creat-ed by any extreme campaign of public improvements. I believe that when improvements are to be paid for by the abut-ting abut-ting property owners such owners should have a voice therein, and that jurisdiction should not be obtained by taking advantage of legal technicalities. , I believe in the principle of municipal ownership of public utilities and its application whenever the same is practicable. It was my good fortune to have had the honor of assisting in se- curing for Ogden City the splendid water system which it now enjoys , B and in the developing of our artesian wells -two achievements ' S 1 which have not only provided our citizens with an ample supply of B I pure water but furnished an ever-increasing source of revenue, thus B : making it one of the city's most valuable assets. . And if elected it B 1 will be my aim to extend the system for the benefit of the entire city M ' as rapidly as practicable j ' I favor closer co-operation between city and county officials in J more ng,dly and impartially enforcing the laws for the suppression Jf of crime and the bettermg of moral conditions in onr community.
