He outlined the aims of the war, "restitutions; reparations; ' guarantees." j "Restitution," he said, "means the 'return of Alsace-Lorraine to France. ! Invaded forty-four years ago. Alsace-; Alsace-; Lorraine are in no sense different in (status from the departments invaded 'three years ago." ' The American expeditionary forces 1 in France, M.
