A PACIFIC PORT. Oct 31. A special spe-cial Japanese finance commission headed by Baron Tanetaro Megata, credited with having reorganized the financial policy of his country, arrived today. The party included distinguished distinguish-ed merchants and financiers, and was to stay here several days before proceeding pro-ceeding to Washington. Formation of a Japanepe-American chamber of commerce was announced as one of the probable results of tho visit of the commission, for whoso entertainment en-tertainment a program had been arranged ar-ranged by civic organizations and tho local branch of the Japanese society of America. In tho notice of entertainment sent out by the society tho visit of the commission com-mission Is set forth as follows: "No commission of higher importance import-ance lias been dispatched to this country coun-try since the opening of Japan by Commodore Com-modore Perry.
