Show oo Ruthless Action Demanded Against Germans Directing Government in 1914. AMSTERDAM, July 30. A memorandum memo-randum demanding ruthless action against the men directing the German government in 1914 as guilty criminals has been issued by former Captain von Bcerfelde, says a Berlin telegram quoting the Cologne Volks Zeltung. Tho memorandum was sent to the reichstag last week by thc captain who was prominent In connection with statements of Prince Lichnowsky who was German ambassador to London in 1914, that Germany was responsible for tho war. Captain von Becrfeldo's memorandum memoran-dum says that tho German leaders wero guilty qf appalling deceits. He demands the immediato arrest of former Chancellor von Bethmann-Hollweg Bethmann-Hollweg and declares that if the reichstag reich-stag does not fulfill his demands the curse of thi3 and all succeeding generations gene-rations will fall upon It for cowardly neglect of duty.
